INDUSTRI JASA KEUANGAN PROVINSI BALI MENCATATKAN KINERJA YANG SOLID DAN TERJAGA STABIL

Thomson News – Kantor Otoritas Jasa Keuangan (OJK) Provinsi Bali menilai Industri Jasa Keuangan (IJK) di Provinsi Bali posisi September 2023 terjaga stabil dan solid didukung oleh permodalan yang kuat, kondisi likuiditas yang memadai, dan profil risiko yang terjaga. 

Kinerja IJK tersebut mendukung perkembangan perekonomian Provinsi Bali yang tumbuh sebesar 5,35 persen yoy di triwulan III 2023. Meskipun lebih lambat dibandingkan triwulan sebelumnya yang sebesar 5,60 persen yoy, namun laju pertumbuhan ekonomi Bali saat ini lebih tinggi dibandingkan pertumbuhan Nasional yang sebesar 4,94 persen dan menempatkan Bali berada di posisi ke-7 tertinggi secara nasional. 

Struktur ekonomi Bali didominasi oleh Kategori Lapangan Usaha Penyediaan Akomodasi dan Makan Minum sebesar 20,37 persen. Lapangan usaha Penyediaan Akomodasi dan Makan Minum sangat erat kaitannya dengan pariwisata Bali. Lapangan usaha Akomodasi Makan Minum serta Transportasi Pergudangan sebagai kontributor terbesar perekonomian Bali tumbuh impresif secara yoy masing masing sebesar 16,06 persen dan 27,52 persen.

Data sektor perbankan Provinsi Bali posisi September 2023 menunjukkan penyaluran kredit maupun penghimpunan DPK mengalami pertumbuhan yang semakin membaik dari periode sebelumnya. Penyaluran kredit mencapai Rp102,97 triliun atau tumbuh 5,11 persen yoy lebih tinggi dibandingkan posisi yang sama tahun sebelumnya yang sebesar 3,22 persen (Agustus 2023: 4,87 persen yoy). 

Penyaluran kredit Bank Umum di Bali sebesar Rp90,23 triliun atau tumbuh 5,26 persen yoy, lebih tinggi dibandingkan posisi Agustus 2023 yang sebesar 4,91 persen. Sementara itu, penyaluran kredit BPR posisi September 2023 mencapai Rp12,67 triliun atau tumbuh 4,02 persen yoy, sedikit lebih rendah dibandingkan posisi Agustus 2023 yang sebesar 4,57 persen. Peningkatan penyaluran kredit secara yoy ini selaras dengan meningkatnya aktivitas pariwisata serta sektor pendukung pariwisata di Bali.

Berdasarkan jenis penggunaannya, pertumbuhan kredit yoy didorong oleh peningkatan nominal kredit Investasi sebesar Rp3,04 triliun atau tumbuh 12,12 persen yoy (Agustus 2023: 11,36 persen yoy). Tingginya pertumbuhan kredit investasi ini menggambarkan meningkatnya kepercayaan masyarakat terhadap kondisi ekonomi di Bali. 

Berdasarkan sektornya, pertumbuhan kredit disumbangkan oleh peningkatan nominal penyaluran di Sektor Perdagangan Besar dan Eceran sebesar Rp1,72 triliun (tumbuh 5,79 persen yoy) serta Sektor Penerima Kredit Bukan Lapangan Usaha sebesar Rp1,34 triliun (tumbuh 3,93 persen yoy). Berdasarkan kategori debitur, sebesar 52,64 persen kredit di Bali disalurkan kepada UMKM dengan pertumbuhan sebesar 6,02 persen yoy (Agustus 2023: 5,82 persen yoy).

Sementara itu, penghimpunan Dana Pihak Ketiga (DPK) mencapai Rp163,94 triliun atau tumbuh double digit yaitu 22,42 persen yoy tumbuh lebih tinggi dibandingkan posisi yang sama tahun sebelumnya sebesar 17,63 persen yoy. Pertumbuhan DPK posisi September 2023 sedikit lebih melandai dibandingkan posisi Agustus 2023 yang tumbuh sebesar 23,51 persen yoy. Berdasarkan jenisnya, peningkatan DPK dibandingkan September 2022 ditopang oleh kenaikan nominal Tabungan sebesar Rp18,45 triliun dan Giro sebesar Rp6,84 triliun.

Fungsi intermediasi yang tercermin dari Loan to Deposit Ratio (LDR) posisi September 2023 sebesar 62,81 persen (Agustus: 63,13 persen). Rasio LDR yang termoderasi antara lain karena pertumbuhan penghimpunan DPK lebih tinggi dibandingkan penyaluran kredit. Tingginya pertumbuhan DPK mencerminkan bahwa kondisi ekonomi masyarakat di Bali berangsur-angsur membaik. Peningkatan DPK terutama pada Tabungan juga menunjukkan bahwa terdapat lesson learned yang dari kondisi pandemi yaitu menyediakan dana darurat dan simpanan yang cukup untuk menghadapi kondisi tidak terduga.

Adapun kecukupan modal BPR yang tercermin pada likuiditas BPR (CR) dan Capital Adequacy Ratio (CAR) terjaga di atas threshold, berturut-turut sebesar 15,80 persen dan 32,04 persen. Tingginya permodalan perbankan diyakini mampu menyerap potensi risiko yang dihadapi dan OJK akan terus mendorong kinerja intermediasi dengan tetap menjaga keseimbangan antara pertumbuhan pembiayaan dan terjaganya likuiditas.

Kualitas kredit perbankan tetap terjaga yang tercermin dari penurunan rasio kredit bermasalah atau Non Performing Loan (NPL) gross sebesar 3,21 persen sedikit lebih rendah dibandingkan Agustus 2023 yang sebesar 3,23 persen. Sementara itu NPL nett berada di posisi 1,64 persen masih stabil dibandingkan Agustus 2023 yang juga sebesar 1,64 persen.

Restrukturisasi kredit terdampak Covid-19 di Bali (berdasarkan lokasi proyek) terus melandai dari Rp45,80 triliun posisi Desember 2020 menjadi Rp20,94 triliun atau turun sebesar 54,28 persen posisi September 2023 (Agustus 2023: Rp22,76 triliun). 

Berdasarkan sektor ekonomi, restrukturisasi kredit Covid-19 di Provinsi Bali didominasi oleh sektor Penyediaan Akomodasi dan Penyediaan Makan Minum (37,73 persen), sektor Perdagangan Besar dan Eceran; Reparasi dan Perawatan Mobil dan Sepeda Motor (23,49 persen), dan sektor Rumah Tangga (17,61 persen).
Menurunnya jumlah kredit restrukturisasi berdampak positif bagi penurunan rasio LaR menjadi 22,84 persen dari sebelumnya 24,69 persen pada Agustus 2023. OJK akan terus mendukung perbankan melalui langkah kebijakan yang diperlukan sehingga perbankan terus bertumbuh berkelanjutan namun tetap prudent dalam aspek manajemen risiko.

OJK mendukung transisi yang baik (smooth) dari era pandemi dengan melakukan normalisasi kebijakan secara bertahap (targeted) sehingga tidak menimbulkan guncangan (cliff effect). Kebijakan ini akan ditempuh secara terukur sehingga tidak menimbulkan moral hazard. OJK juga telah meminta perbankan dan perusahaan pembiayaan untuk terus membentuk pencadangan yang memadai untuk mengantisipasi berbagai ketidakpastian yang bersumber dari perekonomian global ke depan.

Perkembangan Sektor Pasar Modal

Jumlah investor Pasar Modal wilayah Bali masih menunjukkan pertumbuhan yang cukup tinggi yang mencapai double digit secara yoy. Pada September 2023, jumlah investor saham di Bali sebanyak 111.033 Single Investor Identification (SID) atau tumbuh 22,31 persen yoy. Demikian juga dengan jumlah investor Reksa Dana dan SBN yang masing-masing tumbuh sebesar 22,69 persen yoy dan 26,35 persen yoy.

Nilai kepemilikan saham di Bali mencapai Rp4,70 triliun atau tumbuh 14,23 persen yoy meningkat dibandingkan Agustus 2023 yang sebesar 9,26 persen yoy. 

Perkembangan Sektor Lembaga Pembiayaan, Perusahaan Modal Ventura, dan Fintech Peer to Peer Lending

Piutang Pembiayaan Perusahaan Pembiayaan di Bali posisi September 2023 masih menunjukkan pertumbuhan yang cukup tinggi. Pembiayaan dari Perusahaan Pembiayaan di Bali mencapai Rp10,26 triliun, tumbuh 57,38 persen yoy sedikit melandai dibandingkan posisi Agustus 2023 yang tumbuh sebesar 59,77 persen yoy, namun meningkat tajam dibandingkan posisi September 2022 yang tumbuh 2,09 persen yoy. 

Pembiayaan tersebut didominasi oleh pembiayaan kepada Perdagangan Besar dan Eceran; Reparasi dan Perawatan Mobil dan Sepeda Motor serta pembiayaan kepada Aktivitas Penyewaan dan Sewa Guna Usaha Tanpa Hak Opsi, Ketenagakerjaan, Agen Perjalanan dan Penunjang Usaha Lainnya. Sementara itu, penyaluran pembiayaan melalui Fintech peer to peer lending terus menunjukkan pertumbuhan double digit sebesar 36,72 persen yoy yakni sebesar Rp846,54 miliar, meningkat dibandingkan Agustus 2023 yang tumbuh sebesar 33,90 persen yoy.

Pembiayaan Modal Ventura sebesar Rp86,46 miliar atau tumbuh 11,59 persen yoy, sedikit melandai dibandingkan pertumbuhan Agustus 2023 yang sebesar 14,64 persen yoy, namun mengalami kenaikan cukup tinggi dibandingkan dengan posisi September 2022 yang tumbuh sebesar 9,43 persen yoy.

Di sisi lain, tingkat pembiayaan bermasalah relatif rendah dan terkendali. Tingkat Non Performing Financing (NPF) posisi September 2023 untuk Perusahaan Pembiayaan sebesar 1,37 persen, Perusahaan Modal Ventura sebesar 1,34 persen, dan Tingkat Wan Prestasi 90 hari (TWP 90) dari Fintech Lending yang juga sebesar 1,03 persen.

Edukasi dan Pelindungan Konsumen

OJK Provinsi Bali berkomitmen mendorong peningkatan financial wellbeing masyarakat melalui perluasan jangkauan program literasi dan edukasi serta inklusi keuangan yang diharapkan dapat menjangkau masyarakat baik di perkotaan maupun perdesaan.

Dalam rangka memperkecil gap tingkat literasi dan inklusi di Bali, OJK Provinsi Bali terus melakukan bauran strategi yang dilaksanakan antara lain melalui edukasi keuangan secara tatap muka, edukasi keuangan secara online, aliansi strategis, dan juga melalui edukasi keuangan secara tematik.

Selama 2023 hingga Oktober, OJK Bali telah melaksanakan 342 kegiatan edukasi keuangan di seluruh kabupaten/kota di Provinsi Bali yang telah menjangkau lebih dari 47 ribu orang, dan juga edukasi melalui sosial media yang menjangkau lebih dari 183 ribu orang selama tahun 2023 hingga bulan Oktober.  

OJK mengakselerasi tingkat literasi dan inklusi keuangan di Bali melalui 3 (tiga) bauran strategis yaitu: 1) Edukasi secara tatap muka, 2) Edukasi secara online, dan 3) Edukasi tatap muka melalui aliansi strategis. OJK Bali telah melaksanakan kegiatan edukasi secara tatap muka sebanyak 325 kali, baik yang dilakukan oleh OJK sendiri maupun bekerjasama dengan stakeholders antara lain melalui program Ngiring ke Banjar, intensifikasi pemanfaatan SiMolek, program 1-3 km care, edukasi segmented kepada pelajar, mahasiswa, dan komunitas disabilitas, Kuliah Kerja Nyata (KKN) Literasi dan Inklusi Keuangan 2023, LMS OJK Competition (LOC) Tahun 2023, edukasi bersama anggota DPR RI Komisi XI, edukasi kepada Finalis Jegeg Bagus yang dilaksanakan bekerja sama dengan Dinas Pariwisata Kabupaten dan Kota di Provinsi Bali, dan edukasi bekerja sama dengan Direktorat Jenderal Pengelolaan Pembiayaan dan Risiko (DJPPR).

Selain itu, dilakukan juga kegiatan edukasi secara online seperti Ngobrol Ringan dan Santai untuk Edukasi (NGORTE), talkshow radio, dan melalui media sosial.

Upaya literasi dan inklusi keuangan oleh OJK juga melibatkan dukungan strategis berbagai pihak, diantaranya Kementerian/Lembaga, Pelaku Usaha Jasa Keuangan (PUJK), akademisi, dan stakeholder lainnya, antara lain melalui peran Tim Percepatan Akses Keuangan Daerah (TPAKD).

Selama 2023 hingga bulan Oktober, TPAKD di Provinsi Bali telah menyelenggarakan 41 kegiatan Asistensi dan Pendampingan Program TPAKD dan 9 Workshop serta Business Matching UMKM.

Dalam rangka menyemarakkan Bulan Inklusi Keuangan (BIK) Tahun 2023, OJK Provinsi Bali bersinergi dengan Industri Jasa Keuangan di Bali menyelenggarakan kegiatan edukasi dan inklusi keuangan. Pelaksanaan BIK 2023 mengambil tema “Akses Keuangan Merata, Masyarakat Sejahtera” dalam bentuk kegiatan edukasi dan inklusi keuangan.

Kegiatan BIK di Provinsi Bali antara lain edukasi dan inklusi keuangan bagi pelaku UMKM dan ibu rumah tangga, serta edukasi kepada pelajar melalui Learning Management System (LMS) OJK dalam bentuk lomba LMSKU OJK Championship (LOC) Tahun 2023. Pada puncak acara BIK yaitu 27 Oktober 2023, OJK Provinsi Bali meluncurkan Kredit/Pembiayaan Sektor Prioritas (KPSP) Pertanian Kepada Petani Padi pada acara Bali Financial Experience Festival (BALI FINEF) 2023 di Gedung Mario Kabupaten Tabanan. 

Demi mewujudkan UMKM sebagai pendorong peningkatan perekonomian Provinsi Bali, OJK Provinsi Bali menginisiasi Program UMKM Bali Nadi Jayanti yang dikemas dalam bentuk capacity building, edukasi dan sosialisasi akses pembiayaan, serta business matching untuk UMKM secara reguler.  

Program ini sejalan dengan program kerja Tim Percepatan Akses Keuangan Daerah (TPAKD) yang tujuannya adalah mencapai UMKM tangguh dan konsumen yang cerdas. Pada 10 November 2023 OJK Provinsi Bali kembali menyelenggarakan kegiatan UMKM Bali Nadi Jayanti berupa business matching untuk memperluas jangkauan produk UMKM. Business matching dilakukan dengan mempertemukan pelaku UMKM dan retailer lokal. Kegiatan dihadiri oleh pelaku UMKM yang berasal dari industri makanan dan minuman. Seluruh pelaku UMKM peserta kurasi mempresentasikan detail produk, keunggulan, dan kapasitas produksi.

Sementara itu, sejak awal Januari hingga 31 Oktober 2023, Kantor OJK Provinsi Bali telah menerima 357 pengaduan dengan 33 diantaranya merupakan sengketa yang masuk ke dalam LAPS Sektor Jasa Keuangan (SJK). Dari pengaduan tersebut, sebanyak 238 merupakan pengaduan sektor perbankan dan 119 merupakan pengaduan sektor IKNB.

Status pengaduan yang masuk di periode tersebut saat ini adalah sebanyak 341 pengaduan telah selesai (ditutup), 11 pengaduan menunggu tanggapan konsumen, dan 5 pengaduan dalam proses penanganan Pelaku Usaha Jasa Keuangan (PUJK).

Selama tahun 2023 hingga bulan Oktober, Kantor OJK Provinsi Bali telah melakukan pelayanan penarikan data Informasi Debitur (Ideb) Sistem Layanan Informasi Keuangan (SLIK) baik secara online maupun walk in sebanyak 3.216 orang.

Ke depan, dalam rangka menjaga stabilitas sektor jasa keuangan dan mengoptimalkan kontribusi SJK dalam perekonomian nasional, OJK mempererat koordinasi dengan Pemerintah, Bank Indonesia, LPS, dan bekerja sama dengan industri keuangan maupun asosiasi pelaku usaha di sektor riil.
